Please check to make sure pop up blocker is configured to allow pop ups.
1. Open Microsoft Edge, select Menu (3 dots icon on top right corner of the browser) > Settings > Privacy & security
2. Under Security > turn Off "Block pop-ups" to allow pop-ups.
